been put on a security lockdown. you're looking live of constitution avenue. and here s what we know so far. sources tell ampb bmpb krmpb news that there are initial reports that someone tried to ram the gates at the white house and fled to capitol hill where they were shots fired. it is unclear who fired those shots. but as you can see, there is significant police presence at this hour. and a number of emails have gone out alerting folks on capitol hill and at the supreme court to stay inside. i want to bring in our senior washington correspondent who reports on capitol hill for us. jeff. you talked with your sources, what are they telling you? zbl we talked to three senators who witnessed the shootings. they were standing outside the u.s. capitol building around the dirksen senate office building. about a block across the street from the u.s. capitol. senator bob casey of pennsylvania, very calmly told us a few moments ago he heard at least three shots fired. senator shared brown was also walking there. police officers told the senators to get down under vehicles nearby. and they e

. people running for safety. this place was put on a lockdown. police to not know what was going on. it was a nightmare sonority of. they told everyone to lockdown. we want to play you sound from people who witnessed parts of the incident. >> he wouldn't stop. they were going around the roundabout. the cops boxed them in. it looked like they were trying to drive up on the sidewalk. that is when the shooting started. let's go to the news conference. >> we expect to hear from the chief of the capitol police. >> the vehicle fled east on pennsylvania avenue. multiple crime scenes as a result of the vehicle fleeing. multiple shots fired at several locations. the chase is under investigation with assistance from the capitol police thomas secret service, and federal bureau of investigation. that is all i have. i have a few questions. >> this could have been an accident? >> the incident is under investigation. an authorized vehicle attempted to gain access at a checkpoint. this is an out of permit or checkpoint. beyond that, there are multiple other checkpoints. there is this unauthorized vehicle.

hill has been in lockdown for some period of time. there was an alert system that went out all over the capitol and to all of the senate and house office buildings that said gunfire heard on capitol hill. if are you in an office building, shelter in place. it now appears that that lockdown has been lifted. security is still tight in the area. you can see a number of capitol police officers on the scene as they are trying to determine what exactly happened there. want to bring back in bob orr. given that the lockdown has been lifted, is this still an active situation? >> no i hesitate to say 100% it's over but it appears to be over at this point. they're trying to double check. we have one person who has been shot, as bill plant reported. this is a person who we believe was driving that car that was involved in the accident. as bill reported also, we have an officer who apparently injured in some fashion. you know, the police really want to double check everything here. they're not putting out any release yet saying it's over. all indications are that whatever played out here in the

even sure how long the time has elapsed here. we have been in this lockdown mode. that's become a word americans are all too familiar with of what that means. we have several united states senators who are saying that they heard three to five popping sounds. they were earwitnesses to this. we've seen the evacuation of at least one individual who appeared to me to be wearing a u.s. capitol police uniform. we will soon hopefully get some greater information about what the circumstances were. the authorities we normally are interacting with when an unusual situation takes place are obviously in the middle of it now. i expect we should get some briefings and information soon. >> peter king just told us, kelly, when we spoke with him, that capitol police were to hold a news conference that he believed would be starting soon. we should have some information, an update from them. let me bring in michael isikoff, nbc investigative reporter, who's standing by with us. we were able to get a bit more information as far as how this was believed to have started near the white house from pete willia

lockdown is not in place at this time. we do know various members of the house and the senate who were in the shelter in place situation in their offices are still in those places right now and not venturing out just yet. but we are getting word that maybe the lockdown at the capitol is over. while that's happening, kelly e evens who's with me today here at the new york stock exchange, we are watching all the security forces in place and just trying to figure out exactly what happened and now what will happen from here. >> you know, bill, you've got to assume no matter even if the situation is completely under control, the response in washington, d.c., by the various authorities has to be this way until they are 100% convinced that the threat is removed. so nobody's going to give anybody a hard time for sending out all the different resources of the d.c. police and the federal government and the park police there. because this is the u.s. capitol. they've got to make sure that this situation is 100% contained. >> want to flip over to sue herera now to give us a recap of what we do

offices are said to be on lockdown right now. let me bring in kelly o'donnell, who's on the hill for us. kelly, what can you tell us? again, this is some of the video coming in right now. these are live pictures. kelly, are you there? >> i am, tamron. this is limited information. we have been given a shelter in place order here on capitol hill. we're told we must stay in our offices under lockdown. there's a report of shots fired on the west front of the capitol. i cannot independently confirm whether that is a report that is true or if sounds were heard. we're being told the u.s. capitol police are clearing the area. that is what we know at this point. i can tell you that the senate floor has been operating. offices have been operating. we're hearing warnings signs here to tell us to all shelter for place. we do have colleagues who are on the outside who are trying to assess what's happening, but this is a highly unusual, very concerning circumstance of a report of shots fired outside the u.s. capitol at a time when lawmakers are here. we have seen protests but not large protests since

police presence. we understand the capitol building is now on lockdown. again, the news -- and it is just coming in right now, folks. is that there have been shots fires at the capitol building. you can see an exceptionally heavy police presence. the capitol building, we understand it, is indeed on lockdown at this moment. so this all just happening right now, coming in the shadow of the federal government shutdown. and as we've talked about, many of the monuments, many of the parks that are in that area have also been closed. not sure if the police presence has been reduced at all, but you can see from that video that there is an exceptionally heavy police presence right around the capitol building. so, again, just getting in, shots fired from washington, d.c. obviously, we've got full team coverage. eamon javers in washington, d.c., all the resources of nbc universal news, msnbc as well. on a day where the discussion has been on cnbc, where the market is going to go, what is the resk of derisk of debt defa there are other risks and some of them may involve guns, bullets and people.

a brief lockdown of the capitol and we were able to kind of lock things down and clear the event extremely quickly, keeping everybody safe, notifying everybody of what was going on. we actually cleared the scene rather quickly. we had a briefing within the hour of what was going on. we obviously are investigating the incident. multiple law enforcement agencies and this appears to be an isolated singular matter, at this point, no nexus to terrorism. thank you. >> can you rule out terrorism? pardon me? >> how can you rule out terrorism? >> from the facts we have, it appears there's no -- >> somali decent? >> are you asking me or telling me? >> somali decent? african-american -- >> we are not talking about the suspect at this point. shooting on capitol hill. we know the capitol is no longer under lockdown but we know self shots fired and people, including a law enforcement of, are reportedly wounded. now, our producer inside the capitol says at one point this was the message that actually appeared on the tv screens inside the building, urging lawmakers and staffers to stay inside their offices and close the door. again, the lockdown has been ened on our near the capitol is unclear. what we understand from witnesses, there war a car chase that began outside of the capitol and then came in, and at some point in time there were some officers that saw the car going by at a high rate of speed and tried to box the car in. the six or seven police vehicles then apparently boxed the car in pushing it up on to a lawn area near the capitol, and the driver reportedly got out and began opening fire. and fired at least five or six shots, some witnesses say up to a dozen shots were fired. we do not know the number of people wounded. we do not know if the police officer was wounded in the shooting or wounded by being hit by the c

thing you want to hear when you're inside the house of representatives or the senate. the lockdown was thankfully lifted a short time ago after shots were fired. police say the suspect is a woman who led police on a car chase, according to authorities. it started apparently near the white house at a barrier about a block away from the white house, to be exact, 15th and pennsylvania avenue. it ended in a wreck outside the gates of the u.s. capitol building. we're also told now that there was a child in the car. one officer was injured, though it's not clear how it may have been from being hit by a car, not from any other means of injury, not through gunfire. we're told the police believe this is not terrorism related. we're waiting for an update right now from capitol police. we will bring that to you as soon as it begins. moments ago, police wrapped up a news conference where they gave us a few more details about what went down. cnn's brian todd is live with a witness right now, though. i would like to go live to him right now. brian, who is your witness and what did he see? >> reporte

dramatic series of events unfolded this afternoon that left lawmakers on lockdown. you can hear what's going on behind me where police are repairing a barrier that the capitol hill policemen hit during that high-speed chase right over my shoulder. imagine how frightening it must have been for workers at the capitol this afternoon to hear this blaring over the loudspeaker. >> shelter in place. close, lock and move away from doors and windows. if you are outside of an office building, take cover away from the area. additional information will follow. >> here's what we know now. the driver who led police on the chase from the white house to the capitol and was ultimately shot while trying to make a getaway, she has died. but she was not alone in the car. she had her 1-year-old daughter in the backseat. the little girl is said to be okay and in protective custody this evening. we've also learned that the driver who has not been formally publicly identified is from stamford, connecticut. it didn't take long for investigators to swarm her home in search of clues as to why this all happened.
